Moscow has intensified strikes on electrical systems over the past few days, while the country's government has called for "substantial measures" from international partners to apply pressure on Russia.
"What's needed is not window dressing but firm measures - from the America, Europe and the G7 - in delivering protection systems and applying restrictions," he wrote in a public message.
He said that numerous aerial vehicles and over thirty projectiles targeted Ukraine's energy infrastructure, labeling such attacks as "strategic and deliberate" and against "critical infrastructure" as the weather cools.
The energy minister said Russia was "conducting extensive attacks" and technical staff were laboring to repair systems.
A wave of strikes hit electrical systems and apartment buildings in the capital.
Five out of the nine people injured in the strikes on the city have been transported for medical care, per statements from municipal representatives.
Regional authorities said the urban area came under significant strikes during nighttime hours. A seven-year-old child was killed and three other people were injured.
The strikes succeed nights of air raids in the region, portions of which are occupied by Moscow's military.
The whole nation is on alert for hypersonic Kinzhal missile strikes, which are more difficult to identify.
Government officials told the media that Russia was deliberately attempting to destroy the country's energy grid, with assaults already disrupting energy systems.
